One Piece Chapter 1191, titled “There’s Still Loki,” answers a question the series has circled for years without stating outright: was Imu present at the God Valley Incident? A single line of dialogue aimed at Scopper Gaban confirms it was.
The chapter arrives mid-fight on Elbaph, with Imu having just unleashed a new transformation, growing larger, sprouting four horns, and turning both arms black. Gaban, Roger’s old crewmate and one of the few survivors of God Valley, is standing in Imu’s path alongside Luffy.
What Imu Actually Said to Gaban
Facing Gaban directly, Imu says:
“The brat from God Valley? I never expected you to become this strong. If I had known, I should have eliminated you along with Rocks.”
The line does two things at once. It places Imu on the island 38 years ago, and it reveals Imu wanted Rocks D. Xebec’s entire crew wiped out, Gaban included.
Gaban’s response confirms he remembers the encounter just as clearly. After Imu comments that he only lost an arm from the attack, Gaban replies, “Sorry, but now I cannot applaud you on avoiding my attack.” The exchange plays less like two strangers and more like a rematch nearly four decades overdue.

Why Imu’s Presence at God Valley Matters
God Valley has functioned as One Piece‘s central mystery box: the incident that made Garp a hero, cost Rocks his crew, and left Roger with Shanks as a stowaway baby. Sengoku and other Marine figures have described the battle in broad strokes, but Imu’s role in it was never spelled out.
This chapter closes that gap. Imu wasn’t a distant observer or a title inherited afterward. Imu was active, powerful, and directly involved in deciding who lived through that day, which lines up with the theory that the ruler has held authority since long before the Void Century ended. Gaban surviving at all now reads as something Imu has apparently regretted for 38 years.
The rest of the chapter keeps the pressure on Elbaph. Hajrudin intervenes to save Gaban and Luffy from Imu’s follow-up attack, refuses Gaban’s order to retreat, and is quickly joined by Loki. Luffy recovers enough from his injuries to fight, and the three of them counter with a combined technique called Gokoku Sovereignty.
One Piece Chapter 1191 ends there, with Oda taking a scheduled break before Chapter 1192.
